The National Telecommunications Commission (NTC) of the Philippines has initiated a public consultation regarding proposed amendments to Section 2 of Memorandum Circular No. 03-05-2007. This update focuses on refining technical parameters for Short Range Devices (SRD), specifically targeting equipment used for movement detection and alert functions.

Key Proposed Changes
The draft circular introduces updated frequency allocations and maximum power (eirp) limits to ensure cost-effective spectrum access and alignment with modern wireless technology developments. The proposed parameters cover several frequency ranges, including:
  • 2400 – 2483.5 MHz
  • 9200 – 9975 MHz
  • 13.4 – 14.0 GHz
  • 24.05 – 24.25 GHz
  • 77 – 81 GHz
Impact on Manufacturers
Manufacturers of radio equipment must evaluate how these revised limits affect their current product portfolios and future R&D timelines. Compliance with these technical parameters will be mandatory for obtaining or maintaining type approval in the Philippines once the circular is finalized. Engineering teams should note that technical limits must not be exceeded by any function of the equipment.

Timeline and Stakeholder Input
The NTC is seeking industry feedback to ensure the transition is manageable for all stakeholders:
  • Deadline for Position Papers: 26 May 2026
  • Public Hearing: 02 June 2026
The circular is expected to take effect fifteen days after its final publication. For manufacturers looking to maintain market access, early engagement with these proposals is critical.
