Cambodia TRC Clarifies Authorization Letter Requirements

The Telecommunication Regulator of Cambodia (TRC) recently issued a clarification regarding the documentation required to establish a valid chain of authorization for Type Approval (TA) applications. These measures are designed to verify the formal relationships between manufacturers, qualified agents, importers, and testing laboratories.

Mandatory Documentation Standards
Under the clarified guidelines, applicants must provide an agreement or authorization letter issued directly by the manufacturer. This documentation must explicitly demonstrate:
  • Authorization for a TRC Qualified Agent to manage the Type Approval application on the manufacturer’s behalf.
  • Designation of the actual importer responsible for the product within the Cambodian market.
Requirements for Testing Laboratories
In scenarios where a testing laboratory acts as an intermediary for the manufacturer, additional layers of documentation are now required to establish a complete relationship chain. This includes specific authorization letters connecting the manufacturer to the laboratory, and the laboratory to the TRC Qualified Agent.
Immediate Impact on Manufacturers
These documentation requirements are effective immediately and apply to:
  • All new Type Approval applications submitted to the TRC.
  • All existing applications currently under review by the regulator.
