ANATEL Resolution No. 780/2025

Brazil’s National Telecommunications Agency, ANATEL, has released Resolution No. 780/2025, introducing major changes to the telecom product certification and conformity assessment process. Effective August 1, 2025, the regulation strengthens compliance requirements, expands marketplace accountability, and supports digital inclusion through refurbished products.

Key updates include:

 - Expanded list of violations
 The number of violations increased from 5 to 12, now including storage, importation, advertising, and sale of uncertified telecommunications products.
 - Marketplace responsibility
Marketplaces are now jointly liable for non-compliant products.
 - Open access to certification
Any legal entity can now apply for Anatel product certification, even without a direct relationship with the manufacturer.
 - Flexible labeling requirements
The Anatel label is no longer required before importation. It must appear in documentation and be visible before commercialization.
 - Refurbished product certification
Refurbished telecom equipment is now eligible for certification when used in public digital inclusion programs, provided it meets technical standards and carries a distinct label.
 - Application of Brazil’s Consumer Protection Code (CDC)
The CDC now applies subsidiarily to Anatel’s framework, enhancing consumer rights in telecom product sales and certification.

NICTA Update on Type Approval Certificate Validity

Papua New Guinea’s National Information and Communications Technology Authority (NICTA) has updated its type approval process. Certificates issued through the new Type Approval Online System (TAOS) from 2025 will now have a standardized three-year validity. Certificates issued between 2022 and 2025 have been reissued to align with this validity period, while certificates issued before 2022 are considered expired and require renewal through a formal application.
