Cambodia Proposes New Technical Standards for Telecommunications Equipment

The Ministry of Post and Telecommunications (MPTC), in coordination with the Telecommunication Regulator of Cambodia (TRC), has issued a comprehensive draft consultation regarding new Technical Standards for various classes of radio and wired telecommunications equipment. The proposed regulations aim to align Cambodia’s technical framework with international standards from bodies such as the IEC, CISPR, ETSI, ITU, and 3GPP.
The draft introduces mandatory minimum requirements for equipment imported, manufactured, or distributed within the Kingdom, with a focus on network integrity, electromagnetic compatibility (EMC), and user safety. The proposed standards cover a broad spectrum of equipment, including:
  • Wired Telecommunication Equipment
  • Cellular Base Stations and Mobile Terminals (LTE, 5G NR)
  • Short Range Devices (SRD) including WLAN and Bluetooth
  • Internet of Things (IoT) and Ultra-Wideband (UWB) Devices
  • Intelligent Transport Systems (ITS)
  • Maritime and Aeronautical Radio Equipment
Key technical parameters involve the adoption of IEC 62368-1 for electrical safety and ICNIRP Guidelines for human exposure to electromagnetic fields. Furthermore, specific devices like SRDs and UWB equipment may face new operational restrictions, such as Listen Before Talk (LBT) and Detect and Avoid (DAA) mitigation techniques.

The new regulation is expected to enter into force 06 months after it is officially signed, with an intended implementation target beginning in 01 April 2026. Manufacturers are encouraged to review the technical checklists provided in the draft to ensure their product lifecycles and supply chains remain compliant during this transition.
