On October 29, 2026, Innovation, Science and Economic Development Canada (ISED) published RSS-193 Issue 2, updating the certification requirements for flexible use broadband equipment operating in the 24.25–28.35 GHz and 37.6–40.0 GHz frequency bands.

The updated standard replaces Issue 1 and introduces technical requirements for additional frequency bands.
Key Requirements:
  • Scope: Covers base stations, fixed service equipment, and fixed and mobile subscriber equipment.
  • Modulation: Equipment must use digital modulation.
  • Frequency Stability: Occupied bandwidth must remain within the assigned frequency block or block group.
  • Power Limits: Maximum e.i.r.p. limits are 75 dBm/100 MHz for base stations and fixed service equipment, 55 dBm/channel for fixed subscriber equipment, and 43 dBm/channel for mobile subscriber equipment.
  • Unwanted Emissions: General limits of -5 dBm/MHz and -13 dBm/MHz apply, depending on the frequency offset. Additional limits apply in the 23.6–24.0 GHz band.
  • Labelling: Base stations operating in the 24.45–24.65 GHz band must include an indoor-use-only statement.

Transition Period:
A six-month transition period applies from the publication date, during which certification applications under either Issue 1 or Issue 2 will be accepted.
Manufacturers should review the updated requirements to ensure compliance with RSS-193 Issue 2 and the applicable provisions of RSS-Gen.
