On July 11, 2025, Innovation, Science and Economic Development Canada (ISED) officially issued Radio Standards Specification RSS‑193, Issue 1. This new standard applies to flexible‑use broadband equipment designed to operate in the 27.5 to 28.35 GHz range.
RSS‑193 sets out the technical and regulatory requirements that must be met for certification under Canada’s spectrum management framework. It is intended to support deployment of advanced wireless technologies, including 5G, by enabling efficient use of high-band spectrum.
The specification supports a range of licence types and includes provisions to ensure coexistence with existing users, including satellite earth stations. It also outlines conditions for low‑ and high‑power operations, spectrum aggregation limits, and licensing criteria geared toward promoting access for smaller service providers.
