India DoT Issues Draft Telecom Cyber Security Amendment Rules, 2025

On 24 June 2025, India’s Department of Telecommunications (DoT) released the Draft Telecommunications (Telecom Cyber Security) Amendment Rules, 2025, inviting public feedback within 30 days. The draft strengthens data protection and introduces new processes for verifying telecom identifiers and managing IMEI databases.

Highlights / Changes:

  • - The Draft Rules amend the Telecommunications (Telecom Cyber Security) Rules, 2024 issued under the Telecommunications Act, 2023.
  • - New definitions introduced, including Telecommunication Identifier User Entity (TIUE) and Mobile Number Validation (MNV) Platform.
  • - The MNV platform will be established by the Central Government to enable verification of telecom identifiers (such as mobile numbers) by authorised entities and licensees.
  • - Adds provisions for temporary or permanent suspension of identifiers posing cyber-security risks.
  • - Strengthens IMEI management, requiring manufacturers and importers to verify and register device identifiers and restricting use of tampered or duplicate IMEIs.
  • - Public comments can be submitted within 30 days from Gazette publication (24 June 2025) to the Joint Secretary (Telecom), Ministry of Communications.

For Existing Licensees:

  • - Review upcoming compliance duties related to identifier validation, data submission, and cooperation with the MNV platform.
  • - Ensure internal processes and IT systems can meet verification requests and data-security obligations under the amended Rules.

For Equipment Manufacturers / Importers:

  • - Must comply with new IMEI registration and verification requirements before sale or import of telecom devices.
  • - Required to assist authorities in investigating tampered devices or cloned IMEI numbers.

Effective Date:

 - The Telecommunications (Telecom Cyber Security) Amendment Rules, 2025 will take effect upon publication in the Official Gazette, after public comments are reviewed.
