Mexico Eliminates Key Import Exemptions for Mobile and Wireless Devices

The Mexican Ministry of Economy published an agreement on 29 May 2026 that introduces stricter compliance controls for mobile and wireless devices at the point of entry into Mexico. This update directly impacts foreign trade rules, modifying standard references and removing crucial import exemptions that manufacturers previously relied upon for quick market access.

Key Regulatory Changes

  • Elimination of Courier Exemptions: Simplified import schemes for postal and courier shipments with values under USD 1,000 or USD 2,500 no longer apply to smartphones, mobile phones, and other wireless network devices. Full compliance must be proven at customs regardless of value.
  • Mandatory Safety and Labeling: Affected devices must demonstrate conformity with safety standard NOM-001-SCFI-2018 and commercial labeling requirements under NOM-024-SCFI-2013 at the point of import.
  • Digital Testing Integration: Accredited laboratories must now submit test reports digitally in Excel format to ensure synchronization with the Mexican customs system.
  • Energy Efficiency Updates: The decree also establishes transitions to newer energy efficiency standards, defining how existing certificates remain valid.
