Key Regulations for Telecommunications Convergence and Digital Inclusion

On November 6, 2024, Nicaragua approved Law No. 1223, the General Telecommunications Convergence Law, aimed at promoting technological convergence and improving universal access to telecommunications services. TELCOR will be responsible for enforcing and overseeing the regulations, fostering investment, and reducing the digital divide, especially in rural areas.

Key points of the law include:

  •  - All telecommunications equipment that connects directly or indirectly, or allows access to public telecommunications networks, is subject to Type Approval. 
  • - Telecommunications equipment sold in Nicaragua must bear a label certifying compliance with national regulations. The specific labeling requirements have not yet been established and will be published throughout the next year.
  • - TELCOR will maintain an accessible registry of approved and rejected equipment.
  • -  Interested parties seeking a Certification of Homologation must submit detailed technical specifications of the equipment to be homologated and a Certificate of Conformity issued by international standardization organizations and/or regulatory authorities of other countries. TELCOR will publish a list of international organizations whose certificates of conformity are accepted.
