ICASA's 2nd Draft NRFP 2025 – Public Consultation Notice

South Africa's ICASA publishes the Second Draft National Radio Frequency Plan for written comments.
 
Background:
  • ICASA, under Sections 34(2) and (5) of the Electronic Communications Act, 2005, initially invited comments on the Draft National Radio Frequency Plan 2025 (Government Notice No. 3109).
  • Updates are required to align with:
    • 1. Final Acts of WRC-23 and the 2024 ITU Radio Regulations (global standards for frequency use and satellite orbits).
    • 2. African Telecommunications Union Spectrum Assignment Plan (AfriSAP, July 2025) and SADC Radio Frequency Allocation Plan (2024) to ensure regional harmonization.

Impact on Stakeholders:
  • Manufacturers/Importers:
    • 1. May need to update product specifications or certifications to comply with the revised frequency allocations.
    • 2. Equipment that previously complied may require retesting or modification if assigned bands have shifted.
  • Network Operators and Service Providers:
    • 1. Must ensure that new deployments adhere to updated frequency bands.
    • 2. May need to coordinate with ICASA for licenses or approvals for existing infrastructure.
