Vietnam MOST Issues Circular No. 14/2026/TT-BKHCN

The Ministry of Science and Technology (MOST) of Vietnam has issued Circular No. 14/2026/TT-BKHCN, establishing a comprehensive new framework for the declaration of conformity to standards and national technical regulations (QCVN). This regulation, which comes into effect on 25 May 2026, will serve as the primary procedural guide for manufacturers and importers of radio devices entering the Vietnamese market.

The updated circular introduces several key changes that impact the product lifecycle and market entry strategies:
  • Assessment Methods: The regulation defines eight distinct conformity assessment methods. These range from simple type testing to complex evaluations involving production process audits and quality management system (QMS) surveillance.
  • Labelling Flexibilities: While the Regulation Conformity Mark (CR Mark) remains mandatory, the circular officially permits the use of electronic labelling (e-labels) for devices equipped with displays. This provision can significantly influence hardware design and packaging workflows.
  • Administrative Procedures: Registration of declarations will now be prioritized through the National Database on Standards, Metrology, and Quality, reflecting a shift toward digital regulatory oversight.

This new Circular will replace Circular No. 28/2012/TT-BKHCN and several subsequent amendments. Manufacturers should assess their current certification paths to ensure that R&D and supply chain timelines align with these upcoming procedural shifts. Failure to transition to the new methods by the effective date may result in market access delays.
