VNTA of Vietnam hold seminar seeking feedback on QCVN 117:202x /BTTTT for mobile devices

The Vietnam Telecommunications Authority, recently held a seminar to seek feedback on new draft national technical regulation QCVN 117:202x /BTTTT ahead of submission and formalisation by MIC.

Key features of QCVN 117:202x /BTTTT include:

  1. Consolidation of RF technical regulations, currently applied separately to 2G, 3G, 4G into one technical regulation applied for mobile terminals.  The new regulation will:
  • Replace QCVN 12:2015/BTTTT for GSM mobile terminal devices 
  • Replace QCVN 15:2015/BTTTT for WCDMA mobile terminal devices
  • Replace QCVN 117:2018/BTTTT for 4G LTE mobile terminal devices

The new regulations are based on technical requirements of the below CE standards:
  • ETSI EN 301 908-1 V11.1.1 (2016-07)
  • ETSI EN 301 908-2 V6.2.1 (2013-10)
  • ETSI EN 301 908-13 V11.1.1 (2016-07)
  • ETSI EN 301 511 V9.0.2 (2003-03)
  • ETSI TS 151 010-1 V12.2.0 (2014-11)

  1. Adding bands for 4G LTE and LTE-Advance, including E-UTRA FDD LTE B1, B3, B5, B7, B8 bands and some Carrier Aggregation E-UTRA bands. 
  2. QCVN 117:202x/BTTTT is expected to be released in 2020 and take effect from July 01, 2021.
  3. Mobile devices imported (or domestically produced) after the regulation comes into effect must be integrated with E-UTRA (4G) technology and must operate on at least one of the bands specified by the new regulation.
  4. Mobile devices without 4G technology, imported (or domestically produced) approved ahead of the regulation coming into effect will be allowed to be sold until the existing approval certificate expires
  5. Devices supporting 4G technology, must also be network compatible and provide IMS (IP Multimedia Subsystem) service to be able to convert voice calls via VoLTE (Voice over Long-Term Evolution) or VoWifi (Voice over Wi-Fi).
