ENACOM New Regulatory Framework

Argentina’s Ente Nacional de Comunicaciones (ENACOM) has officially modernised its Type Approval landscape via Resolution 57/2026, replacing decades-old regulations (729/80 and 784/87). This change aims to align the local market with international standards, such as those used by the FCC or CE.

Key Technical and Procedural Shifts:

Third-Party Certification: The process will now be managed by accredited Certification Agencies and laboratories (under ISO/IEC 17065). These entities will issue Certificates of Conformity required for RAMATEL registration.

Permanent Registration: New approvals issued under this framework will no longer expire. Instead, a Market Surveillance system will be implemented to ensure ongoing technical compliance.

Digital Integration: All workflows will transition exclusively to the HERTZ System by the implementation date.

The transition period is currently active, but the new RAMATEL regulation becomes fully effective on 1 September 2026. Until then, applications follow existing rules with a 3-year validity. Post-September, all new entries must adhere to the new decentralised model.

This is a major shift in how telecom equipment enters the Argentine market. Cuba's Ministry of Communications (MINCOM) has officially clarified the implementation of the Transitional Provision under Resolution 2/2026. Renewals, however, will be processed under the new requirements introduced by Resolution 2/2026, while all new applications already follow the updated regulatory framework.
