Dominican Republic: INDOTEL Approves New Rules for 915–928 MHz Low-Power Devices
The Dominican Republic’s telecommunications regulator, INDOTEL, has issued Resolution No. 074-2026, establishing technical operating parameters for low-power devices and Industrial, Scientific and Medical (ISM) applications in the 915–928 MHz band.

Adopted on August 27, 2026, the Resolution provides a clearer regulatory framework for equipment such as IoT devices, RFID systems, telemetry equipment, smart metering solutions and other short-range radio devices intended for the Dominican Republic market.

The change is particularly relevant for manufacturers of products designed around regional 900 MHz configurations, as the new framework provides a defined path for the use of 915–928 MHz technologies that previously presented regulatory challenges in the Dominican Republic.

Frequency and Power Limits

The new framework establishes different limits depending on the technology and application.
General low-power devices may operate across 915–928 MHz with a maximum power of 100 mW EIRP, for both indoor and outdoor use.
FHSS and digital modulation systems, including IoT, telemetry and smart metering applications, may operate across 915–928 MHz with a maximum power of 1 W EIRP, subject to additional spectrum-efficiency requirements.
Industrial or commercial RFID systems may operate at up to 4 W EIRP, but this higher power is permitted exclusively within 920–926 MHz and when necessary for satisfactory system operation.

Additional Technical Conditions
Equipment operating above 100 mW EIRP must incorporate mechanisms supporting spectrum coexistence and efficient use.
FHSS systems must use at least 20 hopping frequencies, while digital modulation systems are limited to a peak radiated power spectral density of 25 mW per 3 kHz.
For RFID systems operating at up to 4 W EIRP, unwanted emissions must not exceed −37 dBm EIRP below 917.75 MHz and −33 dBm EIRP above 926 MHz.
Equipment must also be configured so that its operating frequencies remain within the 915–928 MHz band and must comply with the applicable unwanted and spurious emission limits.

Impact on Type Approval

Equipment operating in the 915–928 MHz band may operate under a generic licence regime, meaning that users do not need to obtain an individual spectrum licence or specific frequency-use authorization.
Importantly, this does not remove INDOTEL's equipment Type Approval requirements. Equipment must still comply with the applicable technical conditions and undergo homologation where required before being placed on the Dominican Republic market.

Manufacturers seeking Dominican Republic Type Approval should therefore review the device’s frequency range, maximum EIRP, modulation technology, hopping characteristics, power spectral density and unwanted emissions against the new requirements.

Products supporting wider regional 900 MHz frequency ranges should also be reviewed carefully to ensure that their Dominican Republic configuration restricts operation to the permitted 915–928 MHz range and complies with the applicable power and technical limits.
