The implementation of ESCCOM Decision will go through the following stages.

The prohibition on Legacy Device Imports and Approvals: Effective 30 November 2025, the importation and type approval of mobile devices supporting 2G-only and 3G-only connectivity will be formally prohibited. This measure aims to prevent the introduction of outdated technologies into the market.
The 2G Network Retirement: All 2G mobile networks nationwide will be officially decommissioned by 31 December 2028.
The 3G Network Retirement: All 3G mobile networks will be decommissioned by 31 December 2030.

These phased deadlines are intended to ensure a structured transition for industry stakeholders, enabling the device ecosystem to mature while allowing sufficient time for users to adopt modern, spectrum-efficient technologies such as 4G and 5G.
