NCA Proposes New Technical Specifications for Terminal Equipment

The National Communications Authority (NCA) of Ghana has recently launched a public consultation regarding proposed technical specifications and general standards for Terminal Communication Equipment (TCE). This move aims to establish a robust regulatory framework for devices operating within the 450MHz to 26GHz frequency bands, reflecting modern technological shifts.

The proposed standards cover a wide range of technologies, including GSM, 3G, 4G (LTE), and 5G (NR), as well as various Short Range Devices (SRD). For manufacturers seeking market entry in Ghana, several significant changes are under consideration:

  • Expanded Frequency Support: Detailed operating parameters for 5G NR bands (including n78 and n258) and specific SRD allocations for LoRaWAN, Sigfox, and Bluetooth.
  • Mandatory Interoperability: LTE-capable devices must support Voice-over-LTE (VoLTE) and be whitelisted by default.
  • Enhanced Emergency Functions: New requirements for unauthenticated emergency dialing and high-accuracy GNSS location transmission (≤ 10m).
  • Environmental Ruggedness: Mandatory compliance with specific IEC 60068 standards for temperature, humidity, and vibration resistance.
  • Product Lifecycle & Accessibility: Requirement for five-year spare part availability and Braille functionality on hardware keypads.

The NCA is also reinforcing testing and labelling requirements. Equipment will be required to undergo type approval featuring accredited test reports for EMC, Safety (IEC 62368-1), and Specific Absorption Rate (SAR), alongside mandatory field testing in Ghana for GNSS functionality in certain device categories.
Manufacturers and stakeholders have a limited window to influence these upcoming regulations. The consultation period is active now, and feedback must be submitted by 09 March 2026.
