India BIS Issues Guidelines for Implementation of IS 16242 (Part 1):2025 / IEC 62040-1:2017

The Bureau of Indian Standards (BIS) has revised IS 16242 (Part 1):2014 / IEC 62040-1:2008 and published the new edition as IS 16242 (Part 1):2025 / IEC 62040-1:2017. The older version will remain in concurrent use until 19 November 2025, after which it will be withdrawn. 

Guidelines for Implementation:

For Existing Licensees:
  • - Must adopt the revised standard by 19 November 2025.
  • - Required to submit complete test reports from BIS-recognized laboratories.
  • - Undertaking must be provided confirming compliance for all models under licence.
  • - Failure to comply will result in cancellation of licence or deletion of models.

For New Applicants:
  • - Applications already submitted may be processed under the old standard.
  • - New applications may follow either old or revised standards until 19 November 2025.
  • - No licences will be granted under the old standard after this date.

For Change in Scope of Licence:
  • - Same provisions as for new applicants.
  • - Requests under the old standard allowed only until switchover or final implementation date.

Key Changes in IS 16242 (Part 1):2025 / IEC 62040-1:2017: 
  1. 1. Uses IEC 62477-1:2012 as a reference document (RD).
    2. Added definition of movable UPS.
    3. Modified flammability requirements for enclosure materials.
    4. Added additional working voltages in creepage distance test.
    5. Added additional requirements in steady force test.
    6. Added requirements in handles and manual control securement test.
    7. Added requirements in touch current measurement test.
    8. Modified capacitor discharge test for pluggable type B UPS and added requirements for permanently connected UPS.
    9. Added requirements in temperature rise test.
    10. Modified requirements in input current test.
    11. Added new clauses: short time withstand current, unsynchronized load transfer test, loss of coolant test, dry heat test, damp heat test, hydrostatic pressure test.

The guidelines are effective immediately.
