Indonesia Issues KEPMEN KOMDIGI 469/2025 on Product Certification

The Directorate General of Digital Infrastructure (DJID) of Indonesia has officially issued KEPMEN KOMDIGI NOMOR 469 TAHUN 2025, a ministerial decree that specifies the list of products subject to DJID certification under Indonesian telecommunication regulatory frameworks.
This new regulation fills a key gap left by earlier policies, particularly PERMEN KOMINFO NOMOR 3 TAHUN 2024, which outlined procedures for certification but did not explicitly list which products required certification. KEPMEN 469/2025 now provides that list in the form of Harmonized System (HS) codes, making clear which devices must comply with Indonesia’s technical standards and certification requirements.

Importantly, the decree defines “products” not only as telecommunication equipment such as mobile phones, routers, and network infrastructure, but also includes non‑telecommunication products that contain telecommunication or wireless features (e.g., Wi‑Fi, Bluetooth, LTE/5G). Even if a product isn’t listed, if it has telecommunication functions, it still must meet technical standards and be certified.

In addition to defining the product scope, KEPMEN 469/2025 impacts the import process for goods entering Indonesia. A new format for Import Goods Notification (PIB) on the CEISA 4.0 customs portal now requires additional specifications for products with telecommunication capabilities, helping customs officers identify whether certification is required prior to clearance.

Impact:
1. Importers and manufacturers now have clear guidance on products requiring certification.
2. Customs procedures now include additional checks for telecommunication features during import clearance.
3. Products lacking required certification may be flagged by customs and subject to surveillance or administrative follow‑ups.

The release of KEPMEN KOMDIGI NOMOR 469 TAHUN 2025 marks an important step in strengthening Indonesia’s regulatory framework for digital and telecommunication products, ensuring technical compliance and safety, and supporting orderly market access.
This regulation became effective 30 calendar days after issuance (effective since 07 December 2025).
