USA FCC Plan for Orderly Shutdown Due to Lapse of Congressional Appropriation - September 2025

The Federal Communications Commission (FCC) has prepared a shutdown plan in anticipation of a potential lapse in congressional appropriations. 
  • - Estimated shutdown time: ½ day (approx. 4 hours per employee).
  • - Employees before plan: 1,288.
  • - Employees retained: Approx. 244 (19%), with 1,044 (81%) furloughed.

Activities continuing during lapse: 
  • - Protection of life and property.
  • - Spectrum Auction and Supply Chain Reimbursement Program (funded outside annual appropriations).
  • - International and treaty-related activities.
  • - Certification of Universal Service Fund (USF) and Telecommunications Relay Services (TRS).
  • - OIG operations funded through carryover.

Activities ceasing during lapse: 
  • - Consumer complaint and inquiry lines.
  • - Consumer protection and local competition enforcement.
  • - Licensing services (broadcast, wireless, wireline).
  • - Spectrum management and new service opportunities.
  • - Equipment authorization.

Resumption: Employees return the next business day after appropriations are restored. Supervisors may approve leave if issues prevent immediate return.
