Under the proposal, affected test labs and certification bodies would be phased out over two years after final rules are adopted and implemented. The FCC said the measure is intended to strengthen the integrity, security, oversight, and enforcement of its equipment authorisation process.
The FCC also adopted new rules creating a fast-track priority review process for devices tested in trusted labs. These include labs located in the United States or in reciprocal international locations. Additional measures include requiring disclosure of FCC-recognised testing locations and employee numbers, improving post-market surveillance, strengthening enforcement mechanisms, and establishing confidential reporting channels for industry concerns involving violations or national security threats.
The action follows earlier FCC rules prohibiting recognition of test labs and certification bodies owned or controlled by foreign adversaries. The FCC said it has already withdrawn or denied recognition to 23 “Bad Labs” that it considered a threat to U.S. national security.
