The Malaysian Communications and Multimedia Commission (MCMC) has released a revised technical code for Land Mobile Radio (LMR) equipment, MCMC MTSFB TC T012:2025. This revision updates frequency ranges and channel spacing, introduced a transition period with specific compliance requirements effective from 27th of December 2025.
In this release, all Land Mobile Radio (LMR) equipment submitted for approval and certification shall comply to the technical code requirements.
Six (6) months grace period is granted by MCMC from 26th of June 2025 to 26th of December 2025.
Under the newly revised technical code, the allowable frequency range for UHF LMR (conventional two-way radio) equipment is now 400–450 MHz, this covers the channel spacing allocation as well for both UHF and VHF LMR.
Requirements during the Grace Period
New Applications: Certification based on the previous version is allowed, but the Certificate of Conformity (CoC) will be valid for a maximum of one (1) year.
Renewal Applications: Renewals under the previous version are permitted, with the CoC validity also limited to one (1) year.
Requirements after the Grace Period (from 27th of December 2025 onwards)
New Applications: Must fully comply with the revised Technical Code MCMC MTSFB TC T012:2025.
Existing Approvals: Existing CoCs remain valid until expiry. Upon renewal, compliance with the revised code is mandatory.
Specific Certification Requirements for LMR Equipment
Situation 1: The test report indicates a frequency range and channel spacing within Malaysia’s permitted range, while the Product Specifications are broader than Malaysia’s permitted range.
a. The applicant must provide a configuration setting declaration confirming the device is locked to Malaysia's requirements and cannot be altered by the end user. Ensure that the information on documents submitted for certification are accurate.
Situation 2: The product specifications and the test report indicate a frequency range and channel spacing that exceed, or do not conform to Malaysia’s permitted range.
Requirements:
a. The applicant may choose on one of the following methods
Option 1: Conduct a Verification Test (VT) at SIRIM RFEMC Testing.
Option 2: Perform a live demonstration to show the configuration settings, confirming all are in accordance with Malaysia’s regulatory requirements and free from altercation.
b. Ensure that the information on documents submitted for certification are accurate.
Interoperability Requirement:
Interoperability is a mandatory requirement under the revised Technical Code. It is required to test the device for LMR requirement.
a. Service providers may use their own network infrastructure.
b. Importers must discuss the feasibility of local testing with the certification body.
For LMR Equipment that also support cellular connectivity, interoperability must be demonstrated independently for both LMR and cellular networks.
