23-OCT-25

The RSM is actively seeking industry feedback on the technical and allocation options for the 24–30 GHz spectrum band. This consultation is a key step before final long-term decisions are made regarding this high-frequency spectrum. The discussion focuses on balancing the requirements of two critical services:

Mobile Services (26 GHz Band): Consideration is being given to allocating the 24.25–27.5 GHz range primarily for high-capacity mobile use, such as advanced 5G applications.
Satellite Services (28 GHz Band): The 28 GHz band is important for satellite broadband. Technical options are being explored to allow for efficient spectrum sharing.

The high-level proposal suggests a segmentation of the 28 GHz band: a portion would follow a co-existence model between mobile and satellite services, while another would be primarily for satellite use.

The feedback gathered through this consultation is essential for refining the allocation approach and will inform the final regulatory design. The RSM’s goal is to ensure the spectrum is made available for long-term use around May 2026.
Stakeholders must submit their comments by 5:00 pm on 28 November 2025. Submissions should be sent via email to Radio.Spectrum@mbie.govt.nz, with the subject line "24–30 GHz spectrum allocation!.
