South Africa Proposes New Framework for Dynamic Spectrum Access

The Independent Communications Authority of South Africa (ICASA) has released draft regulations regarding Dynamic Spectrum Access (DSA) and Opportunistic Spectrum Management. This initiative focuses on the innovation spectrum, aiming to enable unused frequencies to be assigned on a secondary basis without interfering with primary license holders.
The draft framework establishes procedures for electronic communications equipment to access the radio frequency spectrum in the 3800–4200 MHz and 5925–6425 MHz sub-bands. Central to this proposal is the requirement for devices to interface with a geolocation database mechanism known as the Unified Spectrum Switch (USS).

Manufacturers and stakeholders should note the following proposed requirements for devices intended for these bands:
  • Introduction of Innovation Spectrum Devices (ISD), classified into master and client device categories.
  • Mandatory type approval for all ISDs and inclusion in the Authority’s Equipment Authorization Register (EAR).
  • Technical requirement for devices to be frequency-agile and capable of communicating with the USS to receive operational parameters.
  • Operational constraints, including the ability to cease transmission within 60 seconds of receiving an instruction from the USS.
  • Specific power limits (EIRP) defined by geographic deployment area and device placement.
  • Labeling requirements in accordance with the Equipment Authorization Regulations of 2022.

The proposed regulations may influence R&D timelines and market entry strategies for manufacturers targeting the South African market.
