The proposed changes modify existing provisions under Circular No. 04/2024/TT-BTTTT, which was originally dated 10 May 2024. These adjustments are expected to influence the licensing landscape and technical requirements for radio equipment operating in these bands.
Key Proposed Changes and Technical Parameters
- Restructured Frequency Blocks: The 900 MHz band will be divided into five uniform 2x5 MHz blocks to encourage competition and efficient allocation.
- Reduced Spectrum Cap: The maximum bandwidth allowed for a single organization is proposed to decrease from 2x15 MHz to 2x10 MHz.
- Technology Roadmap: While the bands will support IMT-Advanced (4G) and IMT-2020 (5G), a sunset date for IMT-2000 (3G) systems has been set for 14 September 2028.
- Operational Date: The new frequency structure is slated to take effect from 16 September 2026.
For manufacturers, these changes necessitate a review of product roadmaps to ensure alignment with Vietnam's updated technical parameters. Compliance with National Technical Regulations (QCVN) remains mandatory for all terminals and base stations intended for this market.
