KSA Consultation on Regulatory Directions for D2D and NTN

The CST has launched a public consultation with a dual purpose: to gather industry input on a future regulatory framework for Device-to-Device (D2D) communications and to propose updates to the existing Non-Terrestrial Network (NTN) regulations. 

This initiative is part of Saudi Arabia’s broader strategy to expand connectivity in remote areas and leverage technology to support innovative wireless services and ensure efficient spectrum use with appropriate consumer protections, contributing to improving the quality of life both locally and globally. 

Key Objectives of the Consultation 

1. Regulatory Framework for D2D Technologies: Defining the regulatory approach for D2D technologies (in the form of emergency alerts, SMS, voice, or data) directly to off-the-shelf mobile phones via non-terrestrial networks without requiring additional equipment or modifications. D2D services can potentially be delivered using the two spectrums below: 
· Mobile-satellite services (MSS) spectrum 
· International Mobile Telecommunications (IMT) 

This can be based on various technological standards, including 3GPP or proprietary solutions. 

Impact on Manufacturers: This consultation signals a significant future market opportunity for D2D-capable devices in Saudi Arabia. This includes identifying potential opportunities and challenges in deployment, exploring use cases and business models, and establishing relevant technical standards. Manufacturers are invited to provide input on key areas that will directly affect them, including: 

· Preferred frequency bands and technical standards for D2D implementation. 
· Potential device certification and equipment approval requirements for operating D2D services on MSS or IMT bands. 
· Requirements for ensuring coexistence and mitigating interference with existing terrestrial mobile services. 
 
2. Updated NTN Regulations: Following a 2022 public consultation, CST established three core NTN regulatory documents below: 
· Registration of telecommunication space stations 
· Operation of non-terrestrial networks 
· Provision of telecommunication services over NTN 

While these rules currently address many aspects of satellite-based communications, the rapid growth of D2D technologies, enabling devices to communicate directly without network infrastructure which introduces new regulatory challenges. 

Impact on Stakeholders: The proposed merger simplifies the regulatory landscape for NTN operators. The formal inclusion of G2G and P2P services provides regulatory clarity for manufacturers and service providers of in-flight and maritime connectivity solutions, potentially accelerating their deployment in the Kingdom.
